Under the Lacey Act, the U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) requires plant/plant product importers to provide APHIS information along with the import declaration when filing with Customs.

 

The terms plant/plant products are defined as "any member of the plant kingdom", including trees from either natural or planted forest stands. This includes raw plant materials, raw wood, and anything manufactured from raw plant materials or wood under the protection of the Lacey Act.

See the table below for field definitions in the APHIS Lacey section. After you have finished filling out the fields, click Save to save the record.

 

A list of the fields that appear in the APHIS Lacey section:

Field

Description

Status

If this PGA is non-applicable, select the status to Disclaimed, followed by a Disclaim Reason Code.

Disclaim Reason Code

If the PGA is non-applicable, select Disclaimed for the Status and then you must also select a disclaim reason code. This provides a clear and explicit flagging for these disclaim situations.

Description

The Description field has an icon with a blue arrow that you can click to populate the PGA Description field with whatever is listed in the Commercial Description in the main product screen. It is optional to use this feature, and a given PGA description does not necessarily need to match the main product Commercial Description.

Space for notes.

Element

Constituent Element

Enter the name of the element here. The element is the specific name of the article/component of article.

Percent Recycled

Enter the percentage if the item contains any recycled material.

Scientific Name

Click Add New Scientific Name to add additional scientific names.

Quantity

Enter the quantity of the plant material.

Genus

Enter the element’s genus.

Species

Enter the element’s species. If you don’t know the name of the species, click the website link to access APHIS website.

Country

Enter the country of harvest.

Source Type

Select where the product source came from.

Quantity

Enter the quantity.

Unit of Measure

Select the unit of measure from the drop-down list.

Unknown Quantity Flag

Select if there is an unknown quantity of the plant material.

Permit

Click Add New Permit to add additional permits.

Name

Select the name of the permit from the drop-down list.

Number

Enter the number of the permit.

Type

Select the type of permit from the drop-down list.

Date Type

Select the date type from the drop-down list.

Date

Enter the date for the date type.

Trade Partners

Click Add New Partner to add additional trade partners.

Code

Enter the supplier/vendor's Trade Partner ID by entering the reference or clicking Look-up icon to select.

Role

Select the role of the Trade Partner from the drop-down list.
